Administration Reveals Government Employee Layoffs as Shutdown Approaches Third Week
Administration officials confirmed the start of federal worker layoffs on the end of the week, making good on earlier warnings linked to the continuing federal funding lapse, which is set to stretch into its third consecutive week.
Formal Statement and Early Information
Russell Vought wrote on a public platform that “RIFs have begun,” referring to the official process for terminating staff.
Although the official provided no details on which departments were affected, a representative from the Treasury Department confirmed that notices had been distributed within that department. Additionally, a Department of Homeland Security representative indicated that staff reductions would take place at the Cybersecurity and Infrastructure Security Agency. Moreover, a union for federal workers announced that members at the Education Department would be affected by the staff cuts.
Labor Reaction and Legal Challenges
Labor representatives warned that the layoffs would have “severe consequences” on services relied upon by the public and pledged to contest the actions in court.
“It is disgraceful that the administration has exploited the government shutdown as an excuse to wrongfully terminate numerous employees who provide essential functions to communities nationwide,” stated a national union president, representing the American Federation of Government Employees.
The largest labor federation in the US reacted to the announcement, saying, “Labor organizations will see you in court.”
Political Standoff and Funding Battle
Congressional Democrats have declined to vote for a GOP-supported legislation to restore funding unless it contains healthcare-centered concessions. Following multiple unsuccessful votes, the GOP leadership in the Senate have adjourned the Senate until next Tuesday, indicating the deadlock is not expected to be ended before then.
At a press conference, the GOP leader in the House, Mike Johnson, criticized Senate Democrats for not supporting the Republican bill, which was approved in the lower chamber on a largely partisan basis.
Federal workers’ final pay that government employees will see until opposition leaders decide to do their job and end the shutdown,” the speaker said. Beginning shortly, American service members, who often live paycheck to paycheck, are going to miss a full paycheck.”
Judicial and Practical Limits
Last week, unions sought a temporary restraining order to block the government from implementing any layoffs during the shutdown. Additionally, a federal judge ordered the administration to provide specifics on layoff plans, affected agencies, and whether any federal employees had been recalled to carry out layoffs.
An analysis argued that a government shutdown restricts the ability of the government to conduct terminations, referencing guidance that admitted any long-term staff cuts need to have been initiated prior to the shutdown began.
Impact on Workers
The layoffs occurred on the same day that federal workers received only a incomplete payment for the end of September but not the start of the current month, since appropriations expired at the start of the month.
A public service advocate, the head of the non-profit Partnership for Public Service, condemned the political stalemate’s effect on federal employees.
This is unjust to make government staff suffer because our leaders in the legislature and the administration have failed to keep our government open and operational,” Stier stated. The flight regulators, veterans’ healthcare providers, smoke jumpers and food inspectors are not at fault for this funding crisis.”
A notable point is that members of Congress and top administration officials are continuing to be paid during the shutdown.
